A puppy's socialization period runs from roughly 3 to 16 weeks — the stretch that shapes how they handle traffic, strangers, other dogs and everything else for the rest of their life. Their vaccination course usually finishes around 16 to 17 weeks.
Those two things overlap almost exactly. So there's a window where your puppy is supposed to be meeting the world, and most vets will tell you not to put them down on ground where unknown dogs have been.

Yes. The manufacturer's size labels are women's US, but the measurements span 45–53 inches at the chest, which covers most people of any build. Go by the table, not the letter.
The pouch is deep rather than shallow, which is the main complaint people have about sling-style carriers. Every dog is different though — watch how yours settles the first few times, and don't use it with a puppy who is clearly unhappy in there.
It's a single wide opening cut into the front panel of the hoodie, open at the top. Your puppy goes down inside the body of the hoodie and looks out through it. You lift them in and lift them out — no clip, buckle or zip to work around.
